There is no magical page length that an outline should be. The right length is dependent on how you, as an individual, study best. That being said, there is such thing as too short or too long of an outline. In terms of length, you want to be able to read through it multiple times in one day.
It needs to be long enough to include all relevant information, but short enough that you can actually engage with the entirety of your outline.
