The Code of Federal Regulations (C.F.R.) contains the text of final rules promulgated by U.S. administrative agencies. Rule 14.2 identifies the format for citing a regulatory provision.
When possible, cite to the CFR by title, section or part, and year.
Example: FTC Credit Practices Rule, 16 C.F.R. § 444.1 (2019).
The Federal Register (Fed. Reg.) is the daily diary of U.S. administrative agencies. It contains proposed rules, notices, open meeting information and executive orders.
Give the volume number, Fed. Reg., beginning page of citation, and pincite.
If you are citing a proposed regulation that has actually become finalized, make sure to add information about where the provision will be codified in the C.F.R.
